日本首都東京，由於強硬的經濟政策導致失業率及兇殘犯罪急速增加。政府為了徹底控制反政府勢力，於是在首都圈內設立了治安部隊。這支通稱「首都警」的治安部隊，以極快的速度擴展著其勢力範圍。反政府勢力在事後也因為法律的修正而被歸類為非法團體，因而被迫轉至地下發展，這些地下組織與首都警在城內不斷地持續著抗爭與戰鬥。但是一般民眾卻對仗著強大火力與反政府組織對抗的「首都警」感到不能接受，甚至對他們發出譴責。「首都警」也因此變得越來越孤立......。
