尼克陳（周潤發飾）是紐約警局裡最戰功彪炳的警員，同時也是紐約第一位華人高階警官，遊走在黑白兩道之間，利用一群自稱「生意人」的黑道人士掛勾而爬上高位。 一位年輕有為的菜鳥警察丹尼華勒斯（馬克華柏格飾），被任命與尼克陳搭檔，偵查在紐約的亞洲幫派，卻絲毫沒有意識到他即將面臨的案子底下有多少不為人知的驚人內幕。 因為幫派之間爭地盤，原有的幫派與新到的福建龍幫展開激烈的火拼，黑社會老大也將目標轉向了丹尼，企圖行賄他否則將危害他的生命，而尼克又會如何表態？他會助紂為虐，抑或站在正義的一方呢？
