Молодой Пьер Мишель вместе с женой и детьми переезжает из Меца и назначается судьёй по особо тяжким преступлениям. Он решает разобраться с мафиозной сетью, два десятилетия снабжающей улицы США и всего мира героином под руководством знаковой фигуры криминальной сферы и неприкосновенного крёстного отца безжалостного Гаэтана Зампы. Но он быстро понимает,что для получения результатов ему придётся поменять свои методы.
