네트워크를 통해 커뮤니케이션이 가능해진 정보화 시대의 미래. 그곳에서는 인간과 사이보그, 인간형 로봇이 공존하여 살아간다. 대테러기관인 공안 9과의 버트 역시 몸의 대부분이 기계로 모토코라는 여성의 기억을 가지고 있다. 그러던 어느 날, 애완용 로봇이 주인을 죽이는 사건이 벌어지자 버트와 토구사는 해커의 방해를 극복하고 수사를 시작한다.
