어두운 과거를 가진 떠돌이 서퍼 잭이 하와이의 휴양지 오아후에 도착한다. 한편 지역 부동산업계의 큰손 레이는 휴양지 개발을 반발하는 지역주민들을 돈으로 매수할 계획을 세우고 있다. 잭은 크게 한탕할 건수를 찾아 레이에게 접근하는데, 지역주민이면서 레이의 정부이기도 한 미모의 여인 낸시가 잭에게 자신을 도와 레이로부터 20만 달러를 빼돌리자고 제안한다.
