Lee Cullen, cadre de la Cyrez, importante société d'armement américaine, découvre par hasard que ses patrons sont impliqués dans un trafic d'armes et s'apprêtent à livrer des armes très sophistiquées à des trafiquant russes. Elle prévient aussitôt le FBI et réussit à recopier sur deux disquettes les preuves de ce trafic. Surprise, elle prend la fuite sous la protection du FBI. John Kruger, surnommé "L'Effaceur", qui assure la sécurité d'informateurs impliqués dans les grandes affaires criminelles va la prendre sous sa protection.
