The violent impulses of Bob Malone (Michael Rooker), a former Los Angeles policeman forced to leave his job in disgrace, get the better of him during a bank robbery, and he wipes out nearly all the robbers. Meanwhile, Koji (Ryo Ishibashi), a Yakuza killer in town to meet with the local Mafia, turns the tables on a deranged terrorist who threatens to bomb an eatery. Corrupt cops bring Koji in, but he soon escapes from custody -- taking Malone and his daughter, Chelsea (Danielle Harris), hostage.
