韩日世界杯期间，在38线两侧的朝鲜43警卫所和对面韩国301警卫所的官兵们，都在用自己的方式关注着这足球的节日。但因国情关系，朝鲜官兵们得到资讯的难度要大得多，被称为足球通的朝鲜班长（李成宰 饰）在苦涩的当众批判所谓韩国资本主义足球后，背地里带领众人用改装的发报机接受韩国官兵传送来的球赛解说实况，韩国队在比赛中的出色表现令朝鲜官兵打破了意识形态偏见，开始为同一民族的球员欢呼。不久，韩国哨所邀请他们在巡逻时进行足球比赛，并一起在电视前见证了韩国队的黑马奇迹。朝鲜官兵们冒着被上级发现的危险享受足球带来的快乐，但是他们不愿面对的情况还是发生了……
