乔在前往探望未婚妻凯瑟琳的途中，被怀疑是绑匪而遭到逮捕。这一消息在无聊的小镇居民中引起强烈反应。人们的好奇心在短时间内迅速发展到了疯狂的地步，他们纠集起来冲击警察局，企图对乔实施私刑，并最终放火烧毁了警局。事后，法院展开调查，对涉嫌烧死乔的22名小镇居民进行公开审理，他们可能面临的是绞刑的宣判。这时候，乔却悄悄地回来了，死里逃生的乔对这些暴民的所作所为充满复仇的愤怒，要让他们为自己的行为付出代价……
