Các quy định mới do Lady Mayoress thực thi có nghĩa là giới tính, cân nặng, chiều cao và trí thông minh không còn là yếu tố cần thiết để gia nhập Lực lượng Cảnh sát. Điều này mở ra cánh cửa cho tất cả mọi người và nhiều người khác vào Học viện Cảnh sát, khiến những người hướng dẫn cảm thấy thất vọng. Tuy nhiên, không phải ai cũng có mặt ở đó thông qua sự lựa chọn. Mahoney không phù hợp với xã hội đã bị buộc phải đăng ký như là giải pháp thay thế duy nhất cho bản án tù và không mất nhiều thời gian trước khi anh ta phạm lỗi với Trung úy Harris thô lỗ.
