1941년 12월 7일 진주만 공습 이후 복수의 칼을 갈고 있던 미국은 두리틀 중령의 지휘 하에 극비리에 일본 본토 공습계획을 세운다. 그러나 일본까지 비행이 불가능하자 항공모함에 폭격기들을 싣고 일본 근처까지 간 후 일본의 주요 도시들을 폭격한 뒤 중국의 중경으로 귀환하는 계획을 세운다. 한편 조종사인 테드 로슨 중위는 아내 엘렌의 임신소식에 뛸 듯 이 기뻐하면서도 살아 돌아올 수 있을지 장담할수 없는 위험한 임무 때문에 걱정이 앞선다. 두리틀의 편 대는 일본 공습에 성공하지만 로슨의 비행기는 공습을 감행한 후 기체 고장으로 중국 해안에 불시착하고 로슨은 다리를 절단해야 하는 큰 부상을 당하는데…
