웨인(로버트 드니로)은 매드 독이란 별명을 가진 형사다. 그러나 그 별명은 웨인이 워낙 소극적이라 동료들이 일부러 지어준 것. 어느 날 자동차 안에서 시체 구두가 발견되는 살인 사건이 발생하고 사건현장 근처의 편의점에서 살인범을 만나지만 그는 그의 비위를 맞추고 도주를 방조하여 프랭크(빌 머레이)의 목숨을 구한다. 프랭크는 암흑가의 보스로 생명의 은인인 웨인에게 자신의 정부인 글로리를 1주일 간 준다. 그러나 두 사람 사이에 사랑이 싹트고 글로리의 상처를 안 웨인은 글로리를 도와주려 하지만 소극적인 성격 때문에 힘들어 하는데...
