2차 세계대전 당시 미 해군 잠수함 선더호의 부함장인 듀크 기포드는 어느날 아버지처럼 모시던 페리 함장이 일본군의 사격에 의해 목숨을 잃어 슬퍼한다. 하지만 슬퍼할 겨를도 없이 함장의 친동생이자 어릴 때부터 기포드에게 열등감을 느껴왔던 밥이 진주만으로 복귀한 기포드에게 영웅이 되기 위해 페리 함장을 일부러 죽였다고 비난을 쏟아 놓는다. 한편 재차 작전에 투입된 선더호는 일본군의 대규모 함대에 포위 당하고, 절대 절명의 순간을 맞이한다
