1960년대 할리우드, 누벨바그를 대표하는 배우이자 패션 아이콘인 진 세버그(크리스틴 스튜어트)는 영화 촬영을 위해 LA로 돌아오는 비행기에서 흑표당의 활동가 하킴 자말(안소니 마키)을 만난다. 인권 운동에 힘써온 진은 당당히 흑표당 지지를 선언하는 한편, 카리스마 넘치는 하킴에게 매력을 느끼고 다가간다. 진은 공개적으로 밝힌 정치적 의사로 인해 FBI의 감시 표적이 되고, FBI 신입요원 잭 솔로몬(잭 오코넬)은 LA 현장 사무소에서 진과 하킴을 24시간 도청한다. 감시 당하고 있다는 걸 깨달은 진은 하루하루 더 불안함에 빠지고, 진의 임신 사실을 알게 된 FBI는 거짓 추문을 퍼뜨리는데...!
