권력의 심장부 워싱턴 DC의 심야, 바비 비숍을 추적하기 위해 세계에서 가장 정밀한 감시 시스템 G.P.S가 작동을 개시한다. 그날 아침만 해도 비숍은 워싱턴 정가를 떡주무르듯하던 젊고 촉망받는 백악관의 핵심 인물인 대통령 보좌관이었다. 그러나 유리 포첸코 교수의 단말마적인 연락을 받으면서 비숍의 운명은 급격히 변한다. 교수는 정부 최고위층 내에 존재하는 한 스파이에 대한 특급기밀을 그에게 폭로하려 하지만, "새도우...."라는 의문의 단어 한마디만을 남긴채 저격 당하고 만다. 교수의 피살에 연루된 순간, 그는 돌연 워싱턴 정가의 인사이더에서 아웃사이더로 전락했음을 깨닫게 된다. 이제 잔혹한 프로페셔널 킬러의 추적을 받는 비숍은 백악관이란 권부의 회랑을 빠져 나와 유니언 스테이션에서 국립 초상화 박물관을 가로지르는, 생사를 건 질주를 감행한다.
