18세기 초 영국 마을에 한쪽 눈과 털을 지닌 두개골이 발견된다. 마을 판사에게 그 사실을 알리고 도착했을 때 뼈는 이미 사라진 후였고, 사건의 심각성을 파악한 판사는 해결책을 찾기 위해 런던으로 떠난다. 그러자 마을의 아이들은 자발적으로 은밀하고 살인을 서슴치 않는 마녀 집회를 결성하기에 이른다.
