방화, 강도, 폭행의 혐의로 감옥에 갇힐 운명에 처한 10대 세 사람, 링크, 피트, 줄리는 수사반장 그리어의 눈에 띄어 수감시키지 않는 대가로 경찰이 침투할 수 없는 LA의 범죄소굴에 스파이가 되어 잠입한다. 이들의 임무는 마약이나 매춘이 거래되는 곳에 침투하여 악당을 소탕하는 일이다. 그러나 경찰들 사이에서 그들의 위치는 그리어 없이는 거의 전과자나 같은 취급을 받는다. 그러던 중 경찰 증거보관소에 있던 마약이 도난 당하고 그리어가 괴한 총에 살해당면서 문제가 발생한다. 살해당한 그 자리에 도난당한 마약이 있었기 때문이다. 결국 그리어와 청년기동대는 마약을 훔쳐 팔았다는 누명을 쓰게되고 모든 시선은 이 세사람에게 쏠린다. 혐의를 뒤집어 쓴 세 사람은 그들의 방식대로 문제를 해결하기 위해 거리로 나선다. 마침내 경찰본부내에 있는 대부분의 경관들과 그리어의 절친한 친구가 이 사건에 연루되어 있다는 것을 알게되고 증거를 잡기위해 현장을 덮치는데.
