속도광, 난폭 운전자 등 습관성 범법자들을 순화 교육시키는 교통학교를 무대로 기발한 소동들이 벌어진다. 5단 기어 스피드광인 데이나(Dana Cannon: 존 머레이 분)는 뻔뻔스럽게도 반장을 자칭하더니 반을 휘어잡는 동시에 동료 학생인 로켓과 과학자 에이미(Amy Hopkins: 제니퍼 틸리 분)에게 연애 선전포고를 한다. 이런 와중에 눈과 귀가 노쇄한 관계로 활주로에서 여객기 추격전을 벌인 로레타 할머니(Mrs. Loretta Houk: 네드라 볼즈 분)까지 가세, 바람잘 날 없는 학창 생활이 계속된다. 그러나 이 반의 담임인 성격 파탄자 하릭(Deputy Halik: 제임스 키치 분)은 학생들 덕에 좌천당하는 불운을 겪자 모두를 낙방시키려고 혈안이 되는데...
