ジェリーストーン国立公園で、観光客から弁当をくすねることに余念がないお騒がせクマのヨギと相棒ブーブー。ある時、映画プロデューサーのレイチェルがドキュメンタリー映画を撮影したいとやって来る。森林監視員のスミス隊長は、目立ちたがり屋のヨギに映画の件がばれないよう苦心する。一方、悪徳市長ブラウンは、公的資金の不正運用を隠し、選挙資金をひねり出すため、慢性赤字の公園を売却しようとたくらんでいた。
